Construction specifications are the written requirements that describe the quality, performance, and installation standards a project must meet. Most people just call them specs. Drawings show what gets built and where; specs describe how well it has to perform and how it has to go in.
How are construction specs organized?
Most commercial specs follow MasterFormat, the numbering system published by the Construction Specifications Institute. MasterFormat organizes specs into 50 divisions, numbered 00 through 49, grouped into six broad categories: Procurement and Contracting Requirements (00), General Requirements (01), Facility Construction (02 through 19), Facility Services (20 through 29), Site and Infrastructure (30 through 39), and Process Equipment (40 through 49). Not every number is in active use; several are reserved for future categories, so the divisions you actually see on a project skip around.

What are the three parts of a spec section?
Every spec section follows the same three-part format. Part 1, General, covers administrative and procedural requirements: what has to be submitted, which reference standards apply, and what quality assurance is required. Part 2, Products, lists the acceptable materials, manufacturers, and models, along with the performance criteria they have to meet. Part 3, Execution, describes how the product actually gets installed, inspected, and tested in the field.
How do specs and drawings relate, and what wins when they conflict?
Drawings and specs are meant to work together, not compete: drawings communicate geometry, location, and quantity, while specs define quality, performance, and installation method. On most private commercial projects, contracts based on AIA A201 deliberately don't rank one document above the other. Both are equally binding, so a contractor can't point to the drawings to skip a spec requirement, or point to the spec to ignore what's drawn. When the two genuinely conflict, the contract calls for the issue to be raised with the architect, typically through an RFI, rather than assumed away. Federal construction contracts work differently: standard federal contract language states that specifications govern over drawings in a conflict, but that's the exception, not the default, on private work.

Concrete and earthwork specs, governed by well-established numeric standards, tend to produce the cleanest submittals. MEP divisions and electronic safety and security specs, where performance thresholds, code requirements, and approved-manufacturer lists stack up inside a single section, produce the most compliance gaps. The pattern holds regardless of who's reviewing the submittal: spec quality drives more of the variation in compliance than the individual reviewer does.
What are the most common problems with construction specs?
- Performance criteria get buried: A fire rating, a load requirement, or a warranty term sits in a paragraph of boilerplate language, easy to miss until a submittal gets rejected for missing it.
